Andrew Bayley
Director
Andrew (Andy) Bayley is a Board Director at Poole Dick Associates with more than 35 years’ experience providing strategic cost, project and development consultancy services across the public and private sectors.
Following completion of a Diploma in Building Studies, Andy graduated from Liverpool John Moores University with a BSc in Quantity Surveying in 1988. Having completed his industrial placement with Poole Dick Associates during his studies, he joined the practice full-time upon graduation and has played a key role in its continued growth and success ever since.
Andy achieved Chartered status with the Royal Institution of Chartered Surveyors (RICS) in 1991 and has progressed through several senior leadership roles, becoming Associate Director in 2001, Regional Director in 2009 and Board Director in 2017.
Today, Andy leads the Manchester office and is responsible for ensuring the practice continues to deliver excellence through robust systems, innovative working practices, and compliance with evolving legislation, industry standards, and emerging technologies.
Experience and Expertise
Throughout his career, Andy has successfully delivered projects across a diverse range of sectors and procurement routes, working with housing associations, local authorities, developers, institutional investors, and private sector organisations throughout the UK.
Whilst retaining overall responsibility for the Manchester office, Andy remains actively involved in project inception and development strategy, advising clients on procurement, funding, risk management, and tendering approaches to maximise value and achieve successful project outcomes.
Andy has expertise within the residential sector, including affordable housing, extra care and supported living developments, refurbishment programmes, offsite manufacturing (MMC) solutions, and sustainable development initiatives. His extensive experience enables clients to make informed decisions throughout the development lifecycle, from concept through to completion.
In addition to project delivery, Andy is committed to building long-term client relationships and regularly represents the practice across the Northwest property and construction industry.

Outside of Work
Away from the office, Andy enjoys spending time with his wife and family. A keen advocate of maintaining an active lifestyle, he has participated in a variety of sports and outdoor pursuits over the years, including badminton, squash, golf, mountain biking, diving, road cycling and more recently padel.
Today, his interests focus on hiking, gardening and tackling ambitious home improvement projects, which often prove just as challenging and rewarding as those delivered in his professional career.
